A phrase is a connected musical statement — the equivalent of a sentence in language. In electronic music phrases are almost always 8 or 16 bars long. You can spot the start of a phrase by a musical event: a new element comes in or drops out. Transitions have to happen on-phrase — on beat 1 of a phrase unit. The music is built so that changes happen exactly there.

In practice
Count the bars on the next house track and pay attention to when something new happens. Almost always after eight or sixteen. Those blocks are the phrases, and they are the real pulse of a DJ set — not the individual beat. Anyone counting them always knows how much time is left until the next opportunity, and no longer has to guess at a transition, only wait.
